Passport Application

NEW PROCEDURE FOR BIOMETRIC PASSPORT

Within the framework of the new passport production system introduced by the Government, three (03) main steps have to be followed:

STEP 1 – ONLINE PRE-ENROLLMENT

  • The applicant should access the online pre-enrollment platform at https://www.passcam.cm 
    * We recommend pre-enrollment on desktop, not mobile, to prevent errors.

  • Choose your pre-enrolment language (FR or EN).

  • Select the “Start your pre-enrolment” button.

  • Enter your Email address or your phone number that you are using in the country of residence in the required location on the site then validate(not a number for Cameroon, otherwise the Embassy can’t contact you).

  • Once the applicant has accessed the platform he/she should follow the different phases and input the personal information accurately. The names and other information Must be filled out as in the birth certificate/most recent passport.

  • The applicant should pay the passport fees of 110 000 CFA F by choosing one of the payment options of the platform.

  • The last phase is to book an appointment for the physical enrollment. The applicant’s should carefully select the place he/she wish to enroll, which should normally be the Embassy of Cameroon in Tokyo-Japan*.

  • The applicant has to print the Pre-Enrollment Information Form/sheet that will be automatically generated at the end of the pre-enrollment process.

 

*Those living in Republic of Korea, Australia, New Zealand and Thailand should also choose the Embassy of Cameroon in Tokyo-Japan as the physical enrollment place.

STEP 2 – PHYSICAL ENROLLMENT AT THE CONSULATE

PREPARING THE ENROLLMENT AT THE CONSULATE: Immediately after the online pre-enrollment and BEFORE visiting the Consulate for Physical Enrollment the applicant MUST send/drop the following documents to the Consular Section in A4 format portrait
[1] – Copy of the Pre-enrollment information form
[2] – Color scanned copy of the Birth certificate in A4 format portrait (all information, signature and stamps on the birth certificate have to be visible in the copy)
[3] – Color scanned copy of the valid CNI or the Consular Card (both sides(front/back) on the same page in A4 format portrait)
* If you don't have valid CNI or Consular Card, you may send us the requirements for passport along with the requirements for consular card.
[4] – Color scanned copy of the Residence card(both sides(front/back) on the same page in A4 format portrait) or Residence document issued by Immigration
[5] – Color scanned copy of the biometric information page of the previous passport

 * And if you have a valid passport, please send us the old passport. One person cannot keep the two ordinary passports. The Embassy in Japan will pouch the old passport and return it to you.

 * And a Complete Police Lost Property Report in case of Loss of the old passport

[6] – Color scanned copy of Proof of Profession OR Social Status [Employment contract, student ID, letter from employers, …] if possible
[7] (Additional document for Married women-If you want to include your husband’s name in your passport name) 
– Color scanned copy of the Marriage certificate (all information, signature and stamps on the certificate have to be visible in the copy).
[8] (Additional document for minors)
– A Parental Authorization signed by one of the Cameroonian parents
☞ Print, fill and sign the Parental consent form (download here).
– Photocopy of a parent's valid CNI or Consular Card AND parent's proof of residence in Korea(scanned copy of Residence card-the two sides on the same page).

[9] – FEES: 15,000 JPY (=Consular Fees 8,000 JPY + 7,000 JPY as passport shipping fees for those living out of Japan) AND 120,000 KRW (=Consular Fees 50,000 KRW + 70,000 KRW as the Fees to ship the Requirements & Enrollment documents from Seoul to Tokyo)

* You will need to change your cash to JPY yourself at either bank. There is a bank on the first floor of the Consular building.


——–> The applicant is requested to send in advance by Letter Pack all the required documents listed above, including the consular fees. The documents will be sent to Tokyo and legalized by the Embassy in Japan. And we will get back to you when the legalized documents are ready in Korea.
* Please note the physical enrollment file is available to register only for one month from the reservation date.

  • The day of the applicant’s appointment, the applicant should bring the pre-enrollment Information Form AND the originals of all the supporting documents (Please consult REQUIRED DOCUMENTS FOR ALL APPLICANTS as below).

  • On the day of the physical enrollment the officer/agent will check the applicant’s documents and the information submitted online; scan the legalized supporting documents; collect the applicant’s bio-metric data(photo, fingerprint, and signature); and print out the applicant’s complete Information Form.

  • The applicant will be asked to verify the accuracy of the information contained in the information form, and approve them by double signing the form.

  • At the end of the process the applicant will receive a document proving that the application has been submitted.

INFORMATION FOR CAMEROONIAN LIVING IN THE REPUBLIC OF KOREA

  • When pre-enrolling online, the applicant living in the Republic of Korea should select “Embassy of Cameroon in Tokyo-Japan” as the location for the physical enrollment. In practice the physical enrollment will be done at the Honorary Consulate of Cameroon in Seoul. However, since the Consulate works under the supervision of the Embassy, applicants are advised to choose the location “Embassy of Cameroon in Tokyo-Japan” when booking the appointment at the last stage of the online pre-enrollment.

NB: An appointment booked can be changed up to 10 times by the applicant at the pre-enrollment platform: https://www.passcam.cm (If you changed, please resend us the pre-enrollment form or the information by email). Also, under exceptional circumstances the Embassy could apply to DGSN/AUGENTIC for a change of an appointment booked by an applicant.

*** On the Physical Enrollment Date, You Should Bring the Following Documents ***

8. A POWER OF ATTORNEY IN FAVOR OF THE EMBASSY TO COLLECT THE PASSPORT FROM DGSN ON BEHALF OF THE APPLICANT

STEP 3 – PASSPORT COLLECTION

  • Following applicant’s physical enrollment, the application will be submitted online to DGSN/AUGENTIC for the validation of the said application and the production of the passport.

  • It usually takes about a month to receive a new passport from the physical enrollment date.
    It usually takes 48h to produce the passport and 2 weeks to ship it to the Embassy in Tokyo.

  • Once the Embassy in Tokyo receives the passport, it will be registered online and an automatic message is sent to the applicant via mobile phone number/email registered during online pre-enrollment in Step 1. It does not mean that your passport has arrived in Korea. Don't be confused.

  • We will send you an email when the passport is ready in Korea.

  • The applicant living in Korea will book an appointment with the Consular Section in Korea by email (camerooncon747@gmail.com) not by phone call, for the validation and collection of the passport.

Marriage

Since there is no system for Marriage certification in Honorary Consular Section in Korea, you could get the Attestation of Marriage Eligibility and Marriage Certificate that has legal effect from Cameroon & Cameroon Embassy in Japan. By the Honorary Consulate of Cameroon in Korea, all requirements below will be sent to the Embassy in Japan.

> Publication of Intention to Marry & Attestation of Marriage Eligibility

  • In case it is a marriage between two Cameroonians: Each one has to send its own documents and fees.

  • The banns of your intention to get married will be sent to Cameroon and published for a mandatory period of 30 days (one month). If there is no objection, the Certificate of Eligibility for Marriage will be issued.

  • The Embassy does not accept spontaneous submission of the document of Publication of Banns Exemption. Each applicant wishing to apply for the exemption in the Court in Cameroon will need to send his whole file to the Embassy. The Embassy will do a prior examination of the file to determine whether or not there is an emergency justifying the waiver of the publication of banns. It is only after prior verification that the applicant could proceed for the exemption of publication of marriage banns.

  • Application processing time for Publication of Bans Attestation of Marriage Eligibility: Embassy's 18 opening days + 1 month for publication.

◎ REQUIRED DOCUMENTS

    download; the first page filled by you, the second page by your future spouse, signed at the bottom by both parties;

  • Original of Certificate of Celibacy less than 3 months duly legalized by the Ministry of External Relations in Yaounde or its Consular Branch Office in Douala / Antenne Protocolaire du MINREX à Douala);

  • Original of Certificate of Celibacy less than 3 months for the future spouse:

    □ for a Cameroonian national
    Original of Certificate of Celibacy less than 3 months duly legalized by the Ministry of External Relations in Yaounde or its Consular Branch Office in Douala / Antenne Protocolaire du MINREX à Douala);
    □ for a foreign national partner:
    a certificate issued in their country with the translation (if it is in a foreign language), or, by their embassy;
    □ for a partner of Korean nationality:
    original of the family book + the translation into French or English by an approved translation company);

     

  • Original of Birth Certificate for both:
    □ for a Cameroonian nationality
    the Birth Certificate or certified copy of the Birth Certificate valid less than 3 months;
    □ for a partner of foreign nationality:  
    original of his/her Birth Certificate or Family Register or anything proving the birth including names of parents, and, in case they do not have it, a document issued by their own Embassy, mentioning the surname, given name, date and place of birth, parents’ name.
    □ for a partner of Korean nationality:   
    original of the Family Register of your Partner, and translation by a licensed translation company;

     

  • Original of Passport of husband, and in case the Japanese partner does not have a passport, colored copy of the Driving License or any document with a photo;

  • Original of Cameroon National Identity Card (if available, even expired);

  • A double-sided color copy of the Korean Residence Card;

  • In case of divorce, the Cameroonian Judgment proving the separation or an Acceptance of Divorce issued by the Japanese Authorities + its translation;

  • 3,500 yen for fees;

  • 70,000 won for post fees to and from Japan

o from Cameroon: Birth Certificates, Passports, NIC, Judgement of all kinds, etc;

o from Japan: Residence Card, extract of Family Registry, Certificates of Acceptance of Birth / Marriage / Divorce, etc;

o from abroad: Birth Certificate or Extract of Birth according to the country of residence submitted, etc.  

Should the screening process reveal any false statements or declarations, inaccurate information, falsified documents or any other irregularities, the ongoing processing of the file will be automatically halted, and the application will be rejected.

 

 

ISSUANCE OF CAMEROONIAN MARRIAGE CERTIFICATE 

◎ REQUIRED DOCUMENTS

(It will be submitted to the Cameroon Embassy in Japan)

After you have notified the marriage to the Korean Authorities, send items mentioned below.

□  Checkboxes sheet for Marriage Certificate to download, tick, date and sign;

□  Marriage Certificate Application Form to download, fill and sign;

□  A handwritten request (containing names, address, email address and mobile phone number of the applicant);

□  Marriage Certificate issued by the Korean Authorities, "Suri Certificate" (수리증명서) or the Host Country + its translation in French or English by a licensed translation company;

□  A copy of the “Publication of Banns” and/or the “Attestation for Marriage Eligibility”.

□ The post fee to and from Japan: 70,000 won

◎ IMPORTANT

  • The Embassy accepts documents and fees by postal mail only .

  • In case it is a marriage between two Cameroonian: Each one has to send its own documents and fees.

  • Send the set of documents and fees in a big envelope by post from the Post Office.

  • Application processing time: 20 to 25 opening days

◎ ATTENTION

Birth Certificate

1/2 – Application for a Cameroonian Birth Certificate (Birth Declaration of a New born baby of up to 3 months old)

In accordance with the provisions of Law No. 2011/011 of 6th May 2011 Amending and Completing Certain Provisions of the Ordinance No. 81-02 of 29 June 1981, on the Organization of the Civil Status Registration in Cameroon, Cameroonians living in Japan and other countries covered by the Embassy must declare to the Embassy of Cameroon in Tokyo any birth concerning them. THE SAID DECLARATION WHICH STANDS FOR AN APPLICATION OF A BIRTH CERTIFICATE SHOULD BE MADE WITHIN A PERIOD NOT EXCEEDING NINETY (90) DAYS AFTER THE DAY OF BIRTH. The following documents should be submitted:

*NOTE: Please include the baby's exact name information on the application documents.

Surname = Family Name = Last Name

Given name = Forename = First Name

□ A handwritten request (containing names, address and contacts of the applicant)

* the recipient is Cameroon Embassy in Tokyo, Japan;

□ A Form for Birth Certificate Application to be filled and signed (download HERE)

□ Checkboxes sheet for Birth Certificate to download, tick, date and sign;

□ Medical Birth Certificate issued at the hospital and/or Birth Certificate issued at the Civil Registry (Civil Registration Centre) ; in case it is in a foreign language, 

□ ​Translation in English or French by an approved translation company ;

Original of Cameroonian Marriage Certificate of the parents;

□ Colored copies of Passports of the parents;

Original of birth certificates of the father and the mother;

□ The Cameroon National Identity Card if possible (if available, even expired),

□ Both sides color copy on one page of Residence Card of parents;

□ The post fees to and from Japan: 70,000 won

2/2 – Transcription of Birth Certificate for a child aged above 3 months (Foreign birth certificate transcription into a Cameroonian birth certificate)

In accordance with the provisions of Law No. 2011/011 of 6th May 2011 Amending and Completing Certain Provisions of the Ordinance No. 81-02 of 29 June 1981 organizing Civil Status Registration in Cameroon, Cameroonians living in Japan (and other countries covered by the Embassy) who did not declared a new birth within the first 90 days following the birth, are eligible to apply for a transcription of their child birth certificate (issued by the city council of the place of residence) into a Cameroonian birth certificate. The documents to be submitted are the following:

​□ A handwritten request (containing names of the applicant, country of residence, full address and contacts)

* the recipient is Cameroon Embassy in Tokyo, Japan;

□ A Form for Birth Certificate Application to be filled and signed (download HERE​)

□ Checkboxes sheet for Birth Certificate to download, tick, date and sign;

□ Medical Birth Certificate issued at the hospital and/or Birth Certificate issued at the Civil Registry (Civil Registration Centre) ; in case it is in a foreign language, 

□ ​Translation in English or French by an approved translation company ;

Original of Cameroonian Marriage Certificate of the parents;

□ Colored copies of Passports of the parents;

Original of birth certificate of the father and the mother;

□ The Cameroon National Identity Card if possible (if available, even expired),

□ Both sides color copy on one page of Residence Card of parents;

□ The post fees to and from Japan: 70,000 won

  • It takes usually more than a month to issue a Birth Certificate

CASE WHERE BOTH PARENTS ARE NOT LEGALLY MARRIED or CANNOT PROVIDE A CAMEROONIAN MARRIAGE CERTIFICATE. Normally, the name of the father will not be written on the child’s Birth Certificate. However, If the father wishes his name to appear on his son/daughter certificate, he could apply for a Declaration of child recognition at the Consulate. In this regard, he will be requested to come at the Consulate with: (a) the child’s mother, (b) the new-born, and (c) two witnesses of which at least one should be preferably a Cameroonian national.

Consular Card

★ Duly filled out application form (download HERE)

- By default, the application form must include Occupation ('None' if you don't have one), Address in Korea, and Signature.

★ Copy of passport

★ 2 passport size photos

•Copy of Korean Visa page

•Copy of your Alien card(front/back)

•Copy of your Birth Certificate or Copy of Cameroon National Identity Card

•Fee: 40,000 won

*you can send the requirements by post.

Consular Card Effectiveness

- You can carry this Consular Card instead of your passport. (Less risk of losing your passport)

- Your information will be registered officially in this Consular Section so that you may ask our official help when you are in trouble or emergency.

- But, in case of asylum seekers or refugees we representative Cameroon Government, so we are not available to help officially, but possible for humanitarian assistance.

Laissez-Passer (2 types)

(1) ISSUANCE OF THE LAISSEZ-PASSER - purpose of traveling to Cameroon

(This Laissez-Passer will be issued from the Embassy in Japan.)

 

• Laissez-Passer applications: 10:00 ~ 12:00  / 14:00 ~ 16:00 (Monday - Wednesday)

◎ For Adults

□ Checkboxes sheet for Laissez-passer to download to tick, date and sign;
A handwritten application letter (containing names, address and contacts of the applicant);
□ Application form for Laissez-passer to  download,  duly completed and signed;
□ Copies of Birth Certificate, Cameroon National Identity Card  (if available, even expired) ;
□ 1 photos (passport or ID size) ;
□ Flight itinerary to Cameroon (confirmation of reservation, voucher, e-ticket, etc) if available;
if not, indicate on the application letter approximate period of travel;
□ A copy of the lost / expired passport;
□ Fee of 20,000 JPY (cash in Japanese Yen only);

□ 70,000 KRW for the post fees to and from Japan

It takes about 3-4 weeks for issuance of Laissez-Passer.

◎ For Minors

□ Checkboxes sheet for Laissez-passer  to download to tick, date and sign;
A handwritten application letter by the parent who will accompany the child (containing names, address and contacts of the applicant) ; in  mentioning the  name of parent(s)  (or friend) who will accompany ;
□ Application form for Laissez-passer to  download,  duly completed and signed;

Parent’s documents : original of Birth Certificate, Cameroon National Identity Card and the Marriage Certificate;

In case the child is accompanied by a family’s friend, enclose the following:
“Parental Authorization to travel from abroad to Cameroon”  to   download ,  duly filled, dated and signed by the parent; or,
“Parental Authorization” to travel from Cameroon to abroad” ( country of residence of parents )   to download,  duly filled, dated and signed by the parent (s) ;
□ Fee of 500 JPY for legalization;
□ ID documents of that person who will accompany the child.
□ Original of Birth Certificate of the child, or, its certified copy with 3 months validity ;  in case there is Cameroonian Birth Certificate and only hospital’s medical birth certificate, a copy with its official translation in English (by an approved translation company) ;
□ 1 photo (passport or ID size);
□ Flight itinerary to Cameroon (confirmation of reservation, voucher, e-ticket, etc) if available; if not, indicate on the application letter approximate period of travel ;
□ A copy of the lost / expired passport;
□ Fee of 20,000 JPY for the fees (cash in Japanese Yen);

□ 70,000 KRW for the post fees to and from Japan

(2) ISSUANCE OF LAISSER PASSER - purpose of sojourn in Korea, not a travel

◎ For Adults

-Filled out application form (Download HERE) - please be sure to include your height, hair&eyes color(black or brown)

-Copy of passport

-Copy of alien card(front/back)

-2 passport sized photos

-Fee: non-refundable 100,000 won

◎ For Minors

- Duly filled out application form (Download HERE)

- please be sure to fill out your baby's height, color of hair & eyes (black or brown)

- Copies of passports of parents(front and Korean visa pages)

- Copies of Alien card of parents(front and back)

- The Cameroonian Marriage Certificate of the parents

- The Birth Certificate of the baby issued at the Hospital and signed by the Doctor (English)

- 2 passport-sized photos of baby

- Fee: non-refundable 100,000 won

If you lost your passport and don't have copy of it, please submit below documents

- Lost Property Report (issued by Police Station)

- Certificate of Entry & Exit (issued by Immigration Office)

Laisser-Passer issuance for sojourn in Korea is possible only up to 2 times. Please apply only when absolutely necessary. The fee for the second application is KRW 50,000 and the validity period is 6 months.

※ It takes about a(1) week for issuance of Laissez-Passer.

Other Attestations & Certificates

Please note that document submission is only accepted from Monday to Wednesday, and it takes about 1-2 weeks for issuance of Consular Attestations/Certificates.

Fee of 5,000 won will be charged together if you want to receive the certificate by post.

 CERTIFICATE OF DRIVER LICENSE

- Duly filled out application form(download HERE)

- Original of Driving License;

- The original of “Certificate of Authenticity” issued by the Ministry of Transport (the Regional Delegation of Transport) in Cameroon, which is duly legalized by the Ministry of External Relations in Yaoundé (or by the Protocol Office of MINREX in Douala);

- Copy of passport(information page/Korean visa pages)

- Copy of Korean Visa page;

- Copy of Birth Certificate;

- Copy of Cameroon National Identity Card if possible;

- Copy of Residence Card(front/back pages)

- Fee: 40,000 won

* Attention
Even if the driver license is viewed as original, If the drivers license production center in Cameroon does not have your driver license test results which is the prerequisite for the authentic licenses to be issued, we cannot issue the certificate and would keep the card and document you submitted us, by the regulations.

◎ CERTIFICATE OF INVITATION LETTER

1. A letter of Invitation including the information as below and get notarized from a notary office.

- Name, passport No., mobile phone no., address of Inviter

- Name, passport No., mobile phone no., address of Invitee

- The relationship between both

- The period of stay

- The reason for invitation

- Signature of writer

- The date of preparation

- Letter of Guarantee (reference form)

 

2. Documents to prove the relationship between inviter and Invitee.

- Alien card copy or Residence card copy of inviter and Invitee.

We issue the consular certificate of the letter of attorney, which is notarized from a notarization office.

 

1] make a letter of attorney including this information. Free form, no formal form, but, you need to put this information together.

- Mandator; Name, Passport No. Mobile phone no. Address

- Nominee, Attorney: Name, Passport No. Mobile phone no. Address

- The relationship between Attorney and Mandator

- Matters of delegation

- The reason of delegation

- The date when you write &Sign of both mandator and Attorney

 

2] Go to Notarization office nearby, and notarize the power of attorney by yourself.

Before you go, it is better to call them in advance.

 

3] Bring the notarized document to here, and the vice consul will make a decision to give you a consular certificate. It will take about a week until to be issued.

 

※ Attention

The letter of attorney must be notarized. At the consulate, only certification is possible (we can only verify the authenticity), and the power of attorney itself is a document that requires legal effect, so for the legal process you want, you must obtain a notarization before it is recognized by the consulate. We can only prove the notarized letter of attorney.

For people who cannot come to the consulate,

Provide all the requirements to the below consular address.

※ If you want to receive your certificate by post, please write the correct address on the application form, and a postage fee of 5,000 won will be charged together.

Please note that document submission is only accepted from Monday to Wednesday, and it takes about 1-2 weeks for issuance of Consular Certificates.
